The CMS Experiment at CERN uses a two-stage triggering system composed of the Level-1 (L1), instrumented with custom-designed hardware boards with an output rate of 100 kHz, and the High Level Trigger (HLT), streamlined version of the offline software reconstruction that runs on the computing farm, allowing to store around 1.5 kHz rate. New trigger algorithms and new features, as well as an optimized trigger menus at both L1 and HLT are mandatory in order to be able to successfully record the events at higher data loads due to increasing luminosity and pileup at the LHC in Run 3. The CMS Tracker for the High Luminosity LHC

The LHC machine is planning an upgrade program which will smoothly bring the instantaneous luminosity to about $5-7.5\times10^{34}$\,cm$^{-2}$s$^{-1}$, to reach an integrated luminosity of $3000-4500$\,fb$^{-1}$ by the end of 2039. CMS Phase-2 Inner Tracker Upgrade

The HL-LHC conditions of instantaneous peak luminosity up to 7.5x10$^{34}$ cm$^{-2}$ s$^{-1}$ and an integrated luminosity of the order of 300 fb$^{-1}$\slash year is expected to result in 1 MeV neutron equivalent fluence of 2.3 x 10$^{16}$ n$_{eq}$\slash cm$^{2}$ and a total ionizing dose (TID) of 12 MGy (1.2 Grad) at the center of the CMS Experiment, where its innermost component, the Phase-2 Pixel Detector will be installed. This detector has to survive the above radiation dose, handle hit rates of 3.2 GHz\slash cm${^2}$ in the layers closest to the beam line, be able to track and separate particles in extremely dense collisions, deal with a pileup of 140-200 collisions per bunch crossing and have a high impact parameter resolution. At the High Luminosity LHC (HL-LHC), the CMS experiment will need to operate at up to 200 interactions per 25\,ns beam crossing time and with up to 4000\,fb$^{-1}$ of integrated luminosity. To achieve the physics goals the experiment needs to improve the tracking resolution and the ability to selectively trigger on specific physics events.
