In this paper, we present a measurement model for estimating the magnetic field of a synchrotron-type particle accelerator, based on sensors installed in a reference magnet. The model combines the calibration of the individual sensors with the experimental characterization of the magnets to infer, in absolute terms, the value of the average field in the ring, as needed for the real-time feedback control of the accelerator. RF characteristics of unloaded quality factor (Q$_{0}$) and accelerating electric field (E$_{acc}$) were measured for superconducting quarter-wave resonator (QWR) in order to verify the performance. For the accurate measurement of RF characteristics, the measurement method of Q$_{0}$ based RF power and RF coupling coefficient was used, and the measurement uncertainty was calculated with statistics analysis of systematic error in RF measurement system.
