Focus on the General Assembly of Tuesday 30 June 2020

Due to the health restrictions applied to date, the General Assembly of the CERN Staff Association (SA) was held remotely via ZOOM for the first time in its history. The General Assembly is, as every year, a privileged moment during which you can inform yourselves but also support by your votes the actions that the Association has carried out during the past year as well as the work program for the coming year. We would like to warmly thank all the people who took part in this event, which, despite its new format, brought together more than 90 people.

The President of the Staff Association referred to the difficulties in implementing the amendment to the Staff Association's statutes concerning automatic membership with the possibility of withdrawal, which had been adopted at the previous General Assembly. Indeed, today, the new standards in force (Operational circular n°11 (OC11)) concerning the protection of personal data make it impossible to implement such a measure. This issue was further complicated at the end of 2019 with a decision by the Management to no longer collect the Association’s membership fees by the Salaries office, also alleging incompatibility with the protection of personal data. This situation puts the SA in a delicate position as there is no solution today to collect membership fees in January 2021. Both the membership mechanism and the mechanism for the collection of membership fees must now be reviewed. A solution compatible with OC11 is being studied between the SA and the Administration.  We will get back to you shortly on this subject. The General Assembly also mandated the Staff Council to find a solution to these two problems as soon as possible.

The activity and financial reports 2019 as well as the presentations of the work program and the provisional budget 2020 were presented by Isabelle Mardirossian, the President of the Association and Joël Lahaye, its Treasurer. We would like to thank you for the confidence entrusted in us by having largely supported by your votes our past actions and our program for 2020. The Staff Council recommended that the SA contribution rates for the year 2021 remain unchanged, a proposal which was approved unanimously by the members present. Thank you for it!

The situation of the clubs in the context of the COVID-19 pandemic was also discussed. The SA Presidency has worked over the past few months to ensure everyone's safety, but also to resume the off-site activities of the clubs, which have been authorized again since the end of June. The SA with the Club Coordinating Committee (CCC) decided to include the impact of the pandemic in the criteria for the CCC evaluation of the club subvention applications.
