Join the Staff Association!

How to become a member? Why should you participate?

The Staff Association (SA) is the sole statutory body at CERN with which the Director General must concert on general personnel matters (Art. S VII 1.07 of the Staff Rules): "Any proposed measures of a general nature regarding the conditions of employment or association of members of the personnel shall be the subject of discussion* [with the Association]" (Art. S VII 1.08).

It is also through the Association that relations between the Director General and the staff are established on a collective basis and independently of the hierarchical system (Art. S VII 1.01). The Association is represented by right in the Committees that advise the Director General on the definition of security policies (Art. R III 2.02 of the Staff Regulations) or training and development policies (Art. R II 3.02).

The Association's General Assembly of May 28, 2019 had accepted amendments to the Association's Statutes concerning its mode of affiliation. The aim was to replace the system based on the individual willingness of each staff member to join by filling in this form, by an automatic affiliation (effective on the first day of contract with CERN) with a possibility of withdrawal that allowed each member of personnel to withdraw from the Association during the course of the year.

For the Staff Association, the main purpose of this change was to make personnel on limited duration contracts, as well as fellows and associated members of personnel (largely under-represented in the SA) more aware of the existence, roles and actions of the Association within the Organization.

At the 2020 General Assembly, a vote was held to delegate to the Staff Council the authority to decide whether to discontinue or continue membership with the possibility of withdrawal. After studying this issue, the Staff Council, unanimously decided, on August 4, 2020, not to maintain this. Membership to the Association will therefore continue to be at the initiative of each member of personnel.

However, the initial motivation that had led the Association to propose this system of automatic affiliation remains. In order for the Association to be heard and for its proposals, to remain innovative and realistic, we need to represent all members of personnel, in all their diversity: type of contract, length of contract, age, gender, opinion on employment or association conditions, expectations of CERN as an employer and quasi-state, ... We need your different opinions, visions and priorities!

Collecting membership fees

The new constraints relating to the protection of personal data may have an impact on the collection of Staff Association fees.

 Today, membership fees are automatically deducted by CERN's Salaries office. It is therefore useful to check that this process complies with Operational Circular No. 11. It goes without saying that the Association wants to preserve and ensure the preservation of your personal data.

With the help of the Data Protection Officer and the services involved, this verification is launched and its results will be taken into account so that you can continue to contribute to the Association without any problems. We will get back to you as soon as possible on this subject.

In the meantime, join us, there is only one staff association at CERN, and it's yours!

Without an Association there is no representation, no defence of the personnel!

 

* Discussion shall mean a procedure whereby the Director-General and the Staff Association concert together to try to reach a common position.
