Creation of the SCC sub-group on career development

In the questionnaire to all employed members of personnel (MPEs) issued at the end of 2019, there was a clear expectation from all MPEs that the career development aspects, which underwent major changes in the 2015 Five-yearly-review, should be reviewed and improved. 

This subject was discussed several times during the meetings of the Standing Concertation Committee (SCC) in 2019 and finally led to the creation of a sub-group of the SCC which will work on career development issues.

The mandate, which is currently being finalized, stipulates that the Standing Concertation Committee entrust the working group with the following tasks:

  • To examine all necessary aspects of career development and explore new ways and additional mechanisms to maintain the motivation and expertise of the staff of the Organization at their highest level.
  • To study the technical aspects concerning the analysis of the career development of CERN personnel and their prospects for development within the framework of the present salary scale. In doing so, the working group will draw on the input of the MoMERIT working group, in order to focus on long-term trends in career development; and
  • To make the associated recommendations.

The Management and the Staff Association have agreed that the first priority topic to be examined will be for those persons approaching the end of the grade/level or already in a personal situation.

The work should begin this January, with technical studies and recommendations to be presented and finalized in no more than 12 months.

In addition, within the framework of this priority study, certain other subjects could be addressed if the work on this priority subject required it, particularly since it was agreed at the SCC meeting that the following subjects will be evaluated within this working group, or others, and will be the subject of possible recommendations for improvement, namely:

  • Processes of validation of professional experience, internal mobility and career interviews ;
  • Benchmark jobs (BMJs);
  • The promotion guide;
  • Entry salaries;
  • Selection of managerial positions.
