For the Staff Association, the five-yearly review, which is coming to an end, will have been one of the most disappointing and discouraging yet. If someone had wanted to totally demotivate the staff, there could not have been a better way to do it. Violation of the method adopted by Council, disregard for uncontested fundamental data, promises made around the negotiation table and then called into question, etc.
