Negative leave balances

Members of the personnel entitled to annual leave and, where appropriate, saved leave and/or compensatory leave are requested to take note of the new arrangements described below, which were recommended by the Standing Concertation Committee (SCC) at its meeting on 1Â September 2005 and subsequently approved by the Director-General. The changes do not apply to members of the personnel participating in the Progressive Retirement Programme (PRP) or the Part-time Work as a pre-retirement measure, for whom the specific provisions communicated at the time of joining will continue to apply.

 Negative balances in annual leave, saved leave and/or compensatory leave accounts at the end of the leave year (30^th September) and on the date on which bonuses are credited to the saved leave account (31^st December):

Where members of the personnel have a leave account with a negative balance on 30 September and/or 31 December, leave will automatically be transferred from one account to another on the relevant dates in order to bring negative balances to zero. Following these transfers, the saved leave and the compensatory leave accounts should in no case, at those dates, have negative balances.

It should be noted that, when these automatic transfers are made, leave will be taken first from the annual leave account, then from the compensatory leave account and finally from the saved leave account.

 Negative annual leave balances on 1^st October:

If any annual leave accounts are still in deficit by more than 10 days on 1^st October, the HR Department will be instructed to examine them and to take the appropriate action.
