Standing Concertation Committee - Ordinary Meeting on 30 September 2008

The main items discussed at the meetings of the Standing Concertation Committee on 30 September 2008 included:

Part-time work as a pre-retirement measure

The Committee agreed to recommend the Director-General to extend the scheme of part-time work as a pre-retirement measure by one year, i.e. until 31 December 2009.

Preparation of TREF on 7 October 2008

The Committee took note that the TREF agenda would cover:

  • Annual salary adjustment;
  • Voluntary programmes;
  • Five-yearly review of financial & social conditions of members of the personnel;
    • Update on 2005 review;
    • Preparation for 2010 review;
  • TREF workplan 2009;
  • Update on CHIS actuarial study.

The proposals and presentations which the Management planned to present to TREF were discussed and some clarifications were agreed.

Follow-up of Finance Committee and Council

The Committee took note of a report by the Chairman of points related to personnel matters discussed in those committees. He mentioned in particular the annual review of remunerations and some questions concerning the CERN Pension Fund.

Status of LHC machine

The Committee heard a short report on the measures under way following the incident on Friday, 19 September, in LHC Sector 34 and noted that safety procedures were being strictly enforced, with the active support of the Safety Commission and, in particular, the Fire Brigade. In this connection the Staff Association declared itself to be in favour of the setting-up of a board by the Director-General.

Short-term Saved Leave Scheme

The Committee took note that staff participating in the short-term Saved Leave Scheme and their supervisors would be informed by e-mail as from mid-October of the procedure to modify their participation. If no modification is announced by staff members or departmental hierarchy, then the participation is extended by a further 12 months.

Shower facilities

The Staff Association expressed its concern that more and more showers on the CERN site are being closed. It underlined the importance of such facilities in the context of encouraging sporting activities among the personnel outside working hours, in line with the recommendations of the CERN Medical Service and in agreement with the latest guidelines aimed at improving employee health, issued by the World Health Organisation. The Management pointed out that all shower facilities are in the process of being checked. The Committee agreed that this matter would be followed up.
