Standing Concertation Committee: Ordinary Meeting on 1 September 2004

This meeting was devoted to the main topics summarised below.

  1. Preparation for the 5-Yearly Review 2005
    The Committee took note that preparatory work had started over the summer months on various topics for the 5-Yearly Review, in line with the internal planning presented to the SCC last June.
    • Concertation process and working procedures
      Referring to its recent publications, the Staff Association raised this subject in connection with the organization and procedures of the HR study teams and CFO discussion group working on the various topics which are to be covered in the 5-Yearly Review. After some debate, both the Management and the Staff Association underlined the importance that they attach to an efficient concertation process. Both parties agreed to continue the discussion after the meeting.
    • Data collection questionnaire
      The SCC discussed the content of the questionnaire for the data collection enquiry to be launched this autumn. Subject to some further clarifications and improvements, this document is to be finalised by end September.
  1. Report by the Equal Opportunities Advisory Panel (EOAP)
    Josi Schinzel, CERN's Equal Opportunities Officer since November 2003, made a presentation on Equal Opportunities at CERN, including statistical information and latest initiatives in this area, which will be available soon on the updated EO Web page. She and John Ellis, Chair of the EOAP, responded to questions from members of the SCC. The Committee also took note that preparatory work is under way to revise Administrative Circular no. 32, Principles and procedures governing complaints of harassment, which will be examined as soon as possible in the SCC Sub-Group on Equal Opportunities. On behalf of the SCC, the Chairman conveyed the Committee's thanks to Josi Schinzel and John Ellis, and expressed the SCC's support for their activities in the area of Equal Opportunities at CERN.

  2. E-MAPS form and related modifications to Administrative Circular no. 26
    The introduction of an electronic individual appraisal report form for the 2005 MAPS exercise entails some modifications to Administrative Circular no. 12, Procedures governing the career development of staff members. The SCC agreed to the proposed modifications and a revised version of this Administrative Circular will be published shortly.

The next ordinary meeting of the SCC is to be held on 22 September 2004.
