On se penche sur notre Jardin d’enfants !

Dans l’Écho no 241, l’Association du personnel vous faisait part de son inquiétude quant à l’avenir du Jardin d’enfants. En effet, l’EVEE (Espace de Vie Enfantine et École) fait face, depuis quelques années, à de grosses difficultés financières. Un audit réalisé en 2015 montre que la gestion est globalement saine. L’audit précise, cependant, que les gains potentiels ne sont pas suffisants pour un retour à l’équilibre. L’EVEE se retourne donc naturellement vers le CERN afin que l’Organisation augmente son engagement pour la pérennité de cette structure essentielle à la vie familiale de nombreux cernois.

Pour ce faire, un groupe de travail paritaire a été mis en place par Martin Steinacher, Directeur des finances et des ressources humaines, qui a donné un mandat (voir encadré) et établi la composition de ce groupe.

Ce groupe de travail paritaire est un groupe technique et il sera nécessaire d'avoir, par ailleurs, des discussions politiques entre l’Association du personnel et la Direction.

Un groupe de travail interne à l'Association du personnel a été créé et des discussions sont également prévues au Conseil du personnel.

Les conclusions qui intégreront les aspects techniques et politiques devront être données avant le mois de février 2017 pour une mise en application à la rentrée 2017-2018.

Nous vous tiendrons régulièrement informés sur ce sujet pour lequel nous savons que l’objectif commun est de garder au CERN une structure accueillante et de très haute qualité pour nos enfants.

CERN Nursery Services Working Group (WG) – Terms of Reference

The purpose of the WG is to elaborate – in a most open and broad way – the best solutions to guarantee the sustainability of CERN nursery services. The WG reports to the Director of Finances and Human Resources who will inform the President of the Staff Association.

The WG shall

  • generally reflect on the range and the level which services to be provided within the affordability constraints addressing age coverage, on-site, off-site, needed infrastructure, etc.;
  • take into account the expectations of the CERN community to ensure appropriate correspondence;
  • assess the requirements within the Organization (Mgt and SA) in terms of diversity and acceptable/reasonable funding; and
  • specifically study the different outsourcing alternatives of certain services

The proposed solutions shall include the study of an appropriate and balanced funding model for all stakeholders, including the parents.

The action plan of the WG should make it possible to implement the proposed solutions as necessary for them to be in effect from the school-year 2017-2018.

In addition, the review shall take account of:

  • the findings and recommendations of the 2015 Audit report;
  • all legal aspects in accordance with the regulations inforce in the Republic and Canton of Geneva and any other relevant and applicable provisions to the field of activity, in particular the Geneva “Convention Collective de Travail du personnel des structures d’accueil de la petite enfance à Genève”; and
  • comparisons made with public and private EVE and schools in the Canton of Geneva.
